In The Dream and the DealJerre Mangione notes: “The original copyrights on the state guides, which had been held by local and state government officials in their capacity as sponsors, had all expired by 1971. Inasmuch as the books were produced under federal sponsorship, some observers maintain that they are now in the public domain.” (366)

As to whether this assertion actually applies to A Guide to the Keystone State, a record in Stanford University's copyright database would seem to imply that the copyright holder of this volume's text is the University of Pennsylvania Press, one of the original co-sponsors.

However, Mariellen Smith, rights administrator for Penn Press, has stated: "According to my records, Penn Press only owns the copyright on the preface and introduction to this title. As far as I can tell, the rest is in the public domain."

This site was built based on that assumption, and as such, the original guidebook text as presented here may be used for any public purpose.
